With about three weeks to go before the New York State legislature decides what to do with the 421-a tax breaks for developers, which are set to expire on June 15, government reform activists are waiting to see if an array of nonprofit groups advocating for an end to the scandal-tarnished tax abatement program will stay true to their word.

Possible coördination ? The decision by Mayor Bill de Blasio (D-New York City) to refuse to endorse former U.S. Secretary of State Hillary Clinton’s presidential campaign triggered lurid tabloid covers, including one in The New York Daily News with the headline, “Stabbed in de Back !” The political fallout from the non-endorsement has ranged from one of portraying Mayor de Blasio as having acted traitorously to calculating. On The New York Times Close-Up news magazine broadcast on NY1, The New York Times editorial board member Eleanor Randloph said she had a difficult time believing that the non-endorsement had not been orchestrated with the Clinton campaign, giving Mayor de Blasio time to deliver support from the political Left to the Clinton campaign at the right time. It was not referenced by Ms. Randolph, but, in the lead up to the 2013 New York gubernatorial election, Mayor de Blasio worked behind the scenes to strong arm the Working Families Party to endorse the neoliberal incumbent, Governor Andrew Cuomo (D-New York), even though Governor Cuomo had been waged an unrelenting attack on the poor by making cuts to Medicaid and closing hospitals, and, lately, threatening to undermine public education.

People with mental health needs end up in jails and prisons, overwhelming law enforcement Amongst the Rikers Island reforms announced Thursday by Mayor Bill de Blasio (D-New York City) was the allocation of $32.5 million to fund mental health and anti-violence efforts. The mayor cited as a cause of challenges at Rikers Island the large number of severely, mentally-ill inmates, who created problems that needed to be "dealt with at their root." However, public health advocates fault the state and city for allowing the closure of so many hospitals that used to treat people with mental health needs in a healthcare facility instead of allowing people with mental health needs get swept up in the city's dragnet of over-policing that then jails people with mental health needs at Rikers Island. “We stand ready to take legal action to compel long-overdue reforms at Rikers, if that becomes necessary to get the job done.” — U.S. Attorney Preet Bharara According to statistics reported in an investigation published last July by The New York Times, "Rikers now has about as many people with mental illnesses — roughly 4,000 of the 11,000 inmates — as all 24 psychiatric hospitals in New York State combined. They make up nearly 40 percent of the jail population, up from about 20 percent eight years ago." There is a shortage of public hospital beds for people with mental health needs, according to a study by the Treatment Advocacy Center. The study recommended that New York state would need to add over 4,300 hospital beds dedicated to people with psychiatric needs in order to meet minimum standards of care. In announcing reforms for Rikers Island, Mayor de Blasio never raised the issue of the lack of capacity to provide people with mental health needs minimum standards of care to prevent people with mental health needs from getting swept up in the city's dragnet of over-policing.

On Wednesday, healthcare workers are promising to protest healthcare and job cuts being imposed by the chief executive officers of various New York City-area healthcare corporations, according to a report in Staten Isalnd Live. STATEN ISLAND, N.Y. -- Thousands of nurses and caregivers -- including many at Staten Island University Hospital and Richmond University Medical Center -- will be holding protests for quality care and good jobs at over 100 facilities throughout the New York City area. The "informational picket lines" at hospitals, nursing homes, clinics and other facilities mark the launch of an effort to educate patients and the public about healthcare CEOs "who are severely threatening the quality of healthcare services and jobs for New Yorkers," said 1199 SEIU United Healthcare Workers East, which represents over 250,000 healthcare workers in New York State, and more than 400,000 total members throughout the East Coast, in a written statement. It's unknown what impact the protests and pickets will accomplish. Even as 1199 protests the job losses and healthcare cuts by healthcare CEO's, note that 1199 helped to strong-arm the Working Families Party to endorse the re-election campaign of Gov. Andrew Cuomo, whose very own Medicaid Redesign Team implimented large-scale healthcare cuts, including the outsourcing to Stephen Berger the effort to keep closing city hospitals that have resulted in still yet further healthcare union job losses, not including the negative impact to public health.

The Council speaker race : Where are the reforms ?

The Editorial Board of The New York Times finally weighs in on some of the controversies surrounding the Council speaker race, admonishing mayor-elect Bill de Blasio's strong-arming the Council to select Melissa Mark-Viverito as the next speaker.  "The mayoral meddling in Council business was unsurprising but unseemly," The NYTimes Editorial Board wrote, adding, "especially from someone who used to accuse Speaker Christine Quinn of being too close to Mayor Michael Bloomberg."  (Mr. de Blasio Picks His Speaker * The New York Times) But The NYTimes Editorial Board stopped short of noting the campaign finance investigation and the possible ethics investigation involving one of Ms. Mark-Viverito's lobbyists, Scott Levenson.  Further, the Editorial Board seemed to be resigned to accepting Ms. Mark-Viverito's speakership without demanding any reforms to end the backroom deals that traditionally shape the selection of the Council speaker.  There are nine more days before the City Council meets to select its next speaker.  Before then, let's hope that The NYTimes Editorial Board strengthens its demands for reforming how the Council speaker is selected, so that the corruptive influence of money and lobbyists can be eliminated, irrespective of whether County bosses and lobbyists from either the right or the left are the ones trying to game the system.   In an editorial by Robert George published in The New York Post, the mayor-elect was again called a hypocrite for criticising the outgoing Council speaker for subjugating herself and the will of the Council to Mayor Bloomberg.  "The man who overtook current Speaker Chris Quinn in the Democratic mayoral primary largely by suggesting she was Mayor Bloomberg's toady will soon be a mayor himself - with his own self-chosen go-fer serving as speaker."  (Bill de Blasio's council coup * The New York Post)   Like The NYTimes, The NYPost didn't call for reforms to end the backroom deals in the Council speaker race.  Meanwhile, The Wall Street Journal reported that Ms. Mark-Viverito's rival for speaker, Councilmember Daniel Garodnick, was trying to woo some of Ms. Mark-Viverito's supporters, noting that "political maneuvering has been going on for months," but The WSJ report also stopped short of calling for reforms to end the backroom deals that determine the speakership.  (All-Out Bid To Change Speaker Vote * The Wall Street Journal)   A separate column by Fred Dicker published in The NYPost reported that Gov.Andrew Cuomo was said to be opposing Ms. Mark-Viverito's speakership.
